Case Management Project Update

The Case Management Digital Services (CMDS) team recently facilitated a 2-day research and design workshop that included knowledge sharing and brainstorming exercises with the core counties.

During the workshop the CM team presented and validated their initial research on the business flows of emergency placement and family finding efforts.With the design teams, the counties brainstormed and sketched out activities for potential New System design, and captured items requiring further investigation – an example of how users are driving the development of the New System. Next steps for CMDS include continued development of the conceptual design, documenting the data fields in legacy for placements, and building reusable common components based on DesignOps guidelines. As Case Management design and development efforts continue, core county feedback will be solicited and used to help improve conceptual designs as they evolve

CWDS Awards Contracts for Case Management Digital Service

Cambria Solutions and Accenture Start July 2017

Child Welfare Digital Services (CWDS) has selected Cambria Solutions and Accenture from the state’s Agile Development Pre-Qualified (ADPQ) vendor pool to work on the Case Management digital service. Case Management is the largest of eight services under development to create the system that will replace the existing Child Welfare Services / Case Management System (CWS/CMS) used by county case workers across California.

The Case Management digital service will provide county child welfare agencies a comprehensive, automated case management system that fully supports effective child welfare practices, and incorporates the functional requirements mandated by federal regulations. It will provide state and county caseworkers, supervisors, staff and managers with a simple and efficient tool for maintaining a case record in a variety of situations, including: family needs assessments, court supervised or voluntary in-home services, foster care placement, family reunification services, and permanency planning services.

The project is pioneering the development and operation of cloud-based software in the public sector, following a DevOps project lifecycle rather than a traditional design, development and implementation (DDI) / maintenance and operations (M&O) model. The project is taking an innovative new approach for California state government, using agile methodologies, free/open source software (FOSS) and user-centered design.

The project’s first code release, in March 2017, came six months before the selection and award of a system integrator and two to three years before any working software would have occurred under the previous monolithic “waterfall” approach.

CWDS Seeks Case Management Product Owner

Child Welfare Digital Services (CWDS) is recruiting for a Product Owner (Sr. Information Systems Analyst) to assume responsibility for the day-to-day oversight of the Case Management Digital Service, the largest of eight services under development to create the system that will replace the existing Child Welfare Services / Case Management System (CWS/CMS) used by county case workers across California.

The Product Owner is responsible for developing software, from concept to delivery, to provide state and county workers with a simple and efficient tool for maintaining a child welfare case record in a variety of situations, including:  community-based or voluntary services, court supervised in home services, family reunification services, and permanency planning services.   This position guides and directs a team of software designers and developers to design, test, and deliver user-centered software using agile-based methodologies to meet the Service Manager's vision and goals for the ultimate product.

The Case Management Digital Service will provide county Child Welfare Agencies a comprehensive, automated case management system that fully supports the child welfare practices and incorporates the functional requirements mandated by federal regulations.

DevOps Engineer

Under the direction of the Chief of Operations (DPM III), the DevOps Engineer (Systems Software Specialist II) contributes to the shared CWDS culture and vision by implementing and supporting cloud-based application infrastructure, as well as continuous integration and deployment automation. The DevOps Engineer supports CWDS by serving as the bridge between software development and operations teams.

Case Management Product Owner

Under the direction of the Case Management Service Manager, the Product Owner (Sr. ISA) assumes responsibility for the day to day decisions for concept to delivery in development of software that meets user needs and solves real problems for resource family home approval and children’s residential facility licensing. The Product Owner guides and directs a team of software designers and developers to design, test, and deliver user-centered software using agile-based methodologies to meet the Service Manager’s vision and goals for the ultimate product.
