CWDS Glossary

The CWDS Glossary includes a List of Acronyms and defined terms captured from various models, reports, and other artifacts pertaining to the Child Welfare System – California Automated Response and Engagement System (CWS-CARES) Project. The Glossary standardizes terms used across the various project disciplines; each term is defined with its meaning specific to the project domain.

Capacity Management

Ensures that the capacity of IT services and the IT infrastructure can deliver the agreed service level targets in a cost effective and timely manner.

Career Executive Assignment (CEA)

Caregiver

​In the context of CALS, the person who has the authority and responsibility for the care and supervision of a child in a licensed, certified, or approved home or facility.

Caregiver Background Check Bureau (CBCB)

The CCLD Bureau that reviews and renders decisions on criminal record exemption requests, active arrest reports, and child abuse central index check name matches for individuals associated with State licensed facilities.

Caregiver Background Check System (CBC)

A comprehensive workflow system for background check decisions.

CARES Data Infrastructure (CDI )

The CDI preserves State independence and control of vital assets, including content (data, documents, and media) and business rules. Accordingly, the CDI hosts:
  • A Business Rules Repository and Engine, which ensures that the CWS-CARES policy and program rules are portable to another platform, should the State replace Salesforce.
     
  • Document and Template Management, which maintains the definitions of forms, assessment instruments, and survey instruments outside of Salesforce. This also equips the State to apply advanced analytics (text analytics, for example) to unstructured content, such as notes and narratives.
     
  • Registries, which manage all the CWS-CARES reference (master) data and provide tools for detecting, resolving and preventing duplicate records for key entities such as Person, Address, Provider, and Facility.
     
  • Identity Management, with a shared Active Directory that integrates with county directories to control access to both the Salesforce and the CDI resources.

CARES-Live Releases (CL Releases)

Although no new functionality or features will be introduced to CARES Live development, the Project remains committed to maintaining the integrity of this system, with an emphasis on increasing system efficiency for all users. CL Releases are technology maintenance and operations releases for CARES-Live

Case

A client record for a child or non-minor dependent receiving court ordered or voluntary services.

Case Management Assessment (CMA)

Case Management Assessment is a crucial process of the child welfare services where a case manager evaluates a client's needs, strengths, and resources to develop a tailored care plan. This process involves gathering information, identifying challenges, and establishing goals to guide the client toward achieving desired outcomes. It's a collaborative effort, often involving the client, their family, and other healthcare professionals.

Case Plan

A document which is developed based upon an assessment of the circumstances which required child welfare services intervention, and in which the child welfare worker identifies a case plan goal for each identified participant. The case plan identifies the specific services to be provided to meet the participant’s documented needs, as well as the objectives to be achieved and case management activities to be provided by the CWS agency (CDSS Manual of Policies and Procedures 31-002).
