Family First Prevention Services Act (FFPSA)

Q: Is Family First Prevention Services Act (FFPSA) something new, or is it replacing an existing program?

A: FFPSA is a federal program that is new for California. Please refer to the CDSS website for more detailed information about the program and its rollout at the programmatic level.
 

Q: What is the development status of the Family First Prevention Services Act (FFPSA) Community Provider Portal? When will a demonstration of functionality be available to counties?

A: The project is currently designing the FFPSA Community Provider Portal. Constituent demonstrations are planned to begin mid-June through July 2025.

Q: Are there forms currently available that are related to a Counties’ Comprehensive Prevention Plan (CPP) in Child Welfare Services-California Automated Response and Engagement System (CWS-CARES)

A: CWS-CARES V1 will support prevention work, including both the Community Pathway and the IV-E Pathway, and enable drawing down funds under the Family First Prevention Services Act (FFPSA). The project is currently working closely with county and program constituents to design Prevention workflows, plans and forms.

Q: Will Financial Management Funding Assistance Payments and Prevention Services functionality be included in CARES V1?

A: Yes. In CARES V1, Financial Management Funding Assistance Payments and Prevention Services will be specifically included for prevention services and administrative costs including foster care candidacy determinations.

Q: Will Rate Tables be added by CWS-CARES or will each county need to enter them manually?

A: The State will be responsible for entering and maintaining the Rate Tables in CWS-CARES. Counties will be able to view those rates to guide them when completing eligibility requests.

The Rate Tables in CWS-CARES are not directly connected to the Assistance Payments received by CalSAWS. That is, we aren't using the CWS-CARES Rate Tables to send Rate info to CalSAWS.
