Q What is the plan for CARES-Live (Snapshot, Facility Search, and Child and Adolescent Needs Strengths (CANS) Assessments) once CWS-CARES goes live?

A: Upon the launch of CWS-CARES, the following details will be converted and available in CWS-CARES:

  • CARES-Live Snapshot data: Migrated from CWS/CMS.
  • CARES-Live Facilities data: Migrated from LIS/FAS and CWS/CMS.
  • CARES-Live CANS data: Migrated and integrated with the CMA/P-CIS interface.
CARES-Live will be deactivated immediately following CWS-CARES Version 1 Go-Live.

Q: Will CWS-CARES pull data from CWS/CMS and Binti? If data is in Binti, is there any need to enter that data into CWS/CMS before the go live date? If data is in Binti but not in CWS/CMS, will the Binti data be loaded into CWS-CARES?

A: CWS/CMS data is the primary source of Child Welfare information and supersedes all other record sources. If a field in CWS-CARES already contains data from CWS/CMS, it will not be augmented or overwritten by Binti data.

Q: Once we transition to CWS-CARES, will probation staff still access via Citrix?

A: Yes, probation staff will still access via Citrix after the transition to CWS-CARES.

Q: Will CARES have form field limitations similar to those in CWS/CMS? For instance, in CWS/CMS, multiple fathers on a case cannot be selected on a form.

A: CWS-CARES will automatically populate data when the document is created, eliminating the previous form limitations from CWS/CMS. Counties will also be able to develop/customize their county-specific form templates.

Please note that the form schemas are not yet finalized, as development is still ongoing. Q: Will we be able to add documents to closed cases/referrals in CARES? (Example: Program has a long-term project to scan old case documents and import into CWS/CMS. Likely the project will not be complete until after CARES goes live).

A: Yes, the user can upload documents to closed cases.

Q: What is the timeline inclusion of bulk upload from CWS/CMS to CWS-CARES?

A: CWS-CARES continues to ingest new documents from CWS-CMS on a weekly basis. Counties can continue to upload documents into CWS/CMS until the day of CWS-CARES go-live and expect those files to be transferred into the CWS-CARES environment.

Q: Are there any system-generated numbers (for items such as referrals, cases, persons) currently in CWS/CMS that will continue with Child Welfare-Services-California Automated Response and Engagement System (CWS-CARES)? What will this look like in CWS-CARES?

All records in CWS-CARES will have a unique ID to aid with data quality, generated by CARES. We will also retain certain existing standard IDs, such as State IDs, that are used for business processes across child welfare systems and the systems of our partner agencies. We research and design unique CARES IDs incrementally as part of ongoing research and design and in collaboration with county child welfare offices and partner agencies. The unique CARES IDs will always be present alongside the more recognizable record name, and shared IDs such as State IDs and will be available to view as part of a record's System Information. We will also retain the 19-digit CWS/CMS IDs (for Referral, Case, Client and Service Provider) on records that get converted from CWS/CMS to CARES, in case they are necessary for historical reference.

The system-generated numbers in CWS-CARES are currently under development. More information regarding the format will be available in the near future.

Q: Should counties be entering the Child Welfare Services/Case Management System (CWS/CMS) 19-digit case ID into California Statewide Automated Welfare System (CalSAWS) to assist with linking to Child Welfare Services-California Automated Response and Engagement System (CWS-CARES)?

A: Counties should continue to enter CWS/CMS Case Number in CalSAWS. This is required for data conversion to establish a link between CWS/CMS and CalSAWS Cases.

Q: What is the role of county for data conversion activities such as one-to-one mapping from the Child Welfare Services/Case Management System (CWS/CMS) to the Child Welfare Services-California Automated Response and Engagement System (CWS-CARES).

A: Counties and Tribes will participate in data conversion activities in three ways:

  • Counties in the CWS-CARES Org Data Conversion Workgroup assist in validating field mappings of data elements and list of values mappings for data that will be converted from the CWS/CMS to CWS-CARES and provide county specific usages of fields and data in the system. 
  • Counties and Tribes also participate in the Data Quality Workgroup assisting with data cleanup efforts in the CWS/CMS, which helps ensure high quality data is converted. 
  • Core constituent counties participate in validating data that has been converted from the CWS/CMS to CWS-CARES. 
Mapping is done by the CWS-CARES conversion team so counties will not be asked to do one-to-one mapping from CWS/CMS to CWS-CARES. However, the project office is expecting participating counties to review the mappings from a county’s business and data practices’ point of view.

Q: Will counties receive the daily data download with raw data from Child Welfare Services-California Automated Response and Engagement System (CWS-CARES) as they do for CWS-CMS rather than through a Snowflake application program interface (API)?

A: CWS-CARES will provide a similar mechanism for counties to continue to receive daily data downloads as they do today from CWS/CMS. CWS-CARES data is replicated from the production Salesforce system to Snowflake that is the data source for extracts and reporting. CWS-CARES will provide organizations with additional detail on the CWS-CARES’ data extract capabilities.
