Q: Will the screening number be carried through the life of a case record?

A: The screening number will remain the same (for the screening) throughout the life cycle of a child’s involvement with the child welfare system. Should the screening advance to an investigation and/or a case, the investigation and case numbers would be different. CWS-CARES V1 will maintain the history of all “units of work,” including screening, investigations, child welfare cases, court cases and eligibility files, associated with a given person.

Q: Can the National Provider Identifier (NPI) system change request (SCR) uniquely identify health care providers?

A: The National Provider Identifier (NPI) registry is a set of data that could help identify providers and reduce duplicates by matching name and location data, but the NPI data does have its limitations. The data is only for providers that handle Health Insurance Portability and Accounting Act (HIPAA) data, so may not cover all provider types stored within Child Welfare Services/Case Management System (CWS/CMS). The NPI data is also a self-register database; it is only as good as the data entered by the provider, so there may be limitations on accuracy and timeliness. There may also be gaps in what data NPI stores and what CWS/CMS stores, for example, the NPI provider may only be assigned to one address (main agency), but in CWS/CMS there could be multiple addresses for that provider where they physically perform services.

Q: Will the Child Welfare Services-California Automated Response and Engagement System (CWS-CARES) act as an electronic case file?

A: Yes, CWS-CARES will act as an electronic case file. However, counties may still require hard copy files for documents they would not choose to scan and upload to the CWS-CARES electronic record.

Q: Will the Child Welfare Services-California Automated Response and Engagement System (CWS-CARES) include or prevent duplications?

A: CWS-CARES V1 will provide processes and tools to support data quality - including search, data quality monitoring and Master Data Management (MDM) - to prevent and resolve duplicates, inconsistencies, and inaccuracies. With respect to the termination of the relationship between the child and biological parent, the system will correctly record such facts and rigorously protect information without deleting the history required for process improvement and program evaluation and without generating duplicate person records.

Q: Will reporting show extended history of changes made to a record in the Child Welfare Services-California Automated Response and Engagement System (CWS-CARES)?

A: Yes, CWS-CARES will include functionality that allows social workers to view changes made to a record over time. The CARES Data Infrastructure (CDI) will record all data changes (create, update, and delete transactions) to support supervision, auditing, and analytics.

Q: Will E-Adopt for Resource Family Approval (RFA) data be converted to the Child Welfare Services/California Automated Response and Engagement Systems (CWS-CARES) upon go-live?

A: As of December 2023, E-Adopt for Resource Family Approval (RFA) is currently being researched and evaluated to determine if it is a candidate for external system data conversion.

Q: What are the upcoming deliverables aside from the completion of Data Validation/Conversion in the upcoming future? (Roadmap showing timeline and milestones)

A: The project has made final revisions to our timeline, reviewed, and approved by the state Department of Technology and Child Welfare Services-California Automated Response and Engagement System (CWS-CARES) Board of Directors. Q: Is any of the previous information counties provided available and being used?

A: The project has the collected research from previous efforts provided by the Organizations and will continue to leverage/refer to it as needed.

Q: Will Child Welfare Services-California Automated Response and Engagement System (CWS-CARES) be able to connect to external data sources such as County databases, Structured Decision Making (SDM), CalWORKs, Call Center data?

A: CWS-CARES will interface with a number of partners to ensure that CWS-CARES has timely and pertinent data for the CWS-CARES child welfare and is able to present a holistic view of an individual or a case. Currently, for the release of CWS-CARES Version 1 (V1), the CWS-CARES team will be interfacing with:

  • California Department of Social Services (CDSS) – Licensing Information System (LIS) will provide information on licensed placement providers for workers within CWS-CARES. This is something that currently takes place within CWS/CMS and CARES-Live.
  • California Department of Social Services – Facility Automation System (FAS) will provide children’s residential facilities information for workers within CWS-CARES.
  • California Department of Social Services - County Expense Claim Reporting and Information System (CECRIS) will allow workers to complete the necessary expense claims within CWS-CARES including the ability to produce CB-496 and CFS 101 with both IV-E and IV-B expenditures and caseloads.
  • California Department of Developmental Services (DDS) will provide Regional Center placement options into the CWS-CARES provider directory. This will allow workers to easily access critical regional center information without having to leave CWS-CARES.
  • California Department of Education (CDE) will provide updated school (resource) data elements within CWS-CARES, similar to what is currently in CWS/CMS. This information will not include child specific school or grade level information.
  • California Statewide Automated Welfare System (CalSAWS) – Foster Care Eligibility Determination (FCED) is an interface between CWS-CARES and CalSAWS/FCED that will eliminate the need for manual data entry from one system to another and automate the eligibility determination process in a cost effective and efficient manner.
Evident Change – Structured Decision Making (SDM) will allow for workers to have a single sign on to the SDM tool within CWS-CARES, where assessments will be completed with data being pulled into CWS-CARES for a comprehensive view of a case. The SDM assessment will include the Hotline Assessment, Risk and Safety Assessment(s), Substitute Care Provider Assessment, and the Re-Unification Assessment.

Q: Will Adoption and Foster Care Analysis and Reporting System (AFCARS) data structure be built?

A: Yes. Data to satisfy AFCARS data element requirements will be built and tested at every milestone throughout the project development. AFCARS data is used to develop the federal California-Child and Family Services Review (CFSR) outcome measures, which are monitored over time.
