CWS-CARES Process Information Sessions

The CWS-CARES Team is delivering a series of virtual Process Information Sessions to walk through new processes in CWS-CARES to explain how they will impact the way staff complete their work. These sessions are designed to ensure participants understand new and revised business processes so they can update their policies, processes, and workflows as needed. 

To date,18 process information sessions have been completed – 7 sessions for Intake (Screening and Investigations) and 11 for Placement/Eligibility. The next set of sessions will be held in September and October and will focus on Assessments, Supervised Visitation, and Case Closure; Aftercare and Re-Entry; Services and Plans; Prevention Services; and Adoptions.

External Systems Monthly Meetings

The CWS-CARES Project launched a new External Systems Monthly Meeting Series to create a consistent space for organizations to connect with the Project team, share updates, ask questions, and stay aligned on upcoming activities. Meetings are held on the second Thursday of each month from 10–11 AM.  

Topics covered so far: 

  • July 10: Kickoff and External Systems Overview 
  • August 14: Resource Family Approval (RFA) Overview 
  • September 11: Data Conversion and County Engagement Milestones 

Upcoming Session Topics:

  • October 9: Continued Operations – Validating and Preparing External Systems for CWS-CARES V1 Go-Live

New CWS-CARES Slogan

We have developed a brand statement / slogan for CWS-CARES that articulates the product vision & values. The new CWS-CARES slogan is:  
 
Advancing child welfare, together. CWS-CARES supports the safety, permanency, and well-being of children and families across California through enhanced data collection and informed decision-making.” 

Organizations are encouraged to use this slogan in materials, presentations, and communications to reinforce the shared vision of collaboration and commitment to improving outcomes for children and families across California.

Guidelines for Using Artificial Intelligence (AI) Bots/Assistants in Meetings

This is a reminder that the CWDS Office has provided guidance on the appropriate use of artificial intelligence (AI) bots/assistants in meetings.  

The attached document titled Guidelines for Using Artificial Intelligence (AI) Bots/Assistants in Meetings describes the guidelines.  

These guidelines went into effect on September 2, 2025. 

While the context of the guidelines pertains to CWDS organized meetings, it is recommended that they be followed whenever CWDS managed systems are in discussion. These guidelines should be communicated at the start of any meetings that you host.

CWS-CARES Forms: Microsoft Word Recommended for County-Specific Template Development

CARES SPOCs, Implementation Coordinators, OCM Coordinators, County Leadership, Tribe Leadership, Probation Leadership, and State Leadership:

An important goal for CWS-CARES is to improve the efficiency of forms and document management for workers. CWS-CARES supports each organization's unique forms and document needs by accommodating county-specific templates created in both Microsoft Word and Adobe Experience Manager (AEM). 

Because AEM is a new tool for many organizations, the project team recommends using Microsoft Word for creating county-specific templates. Using it will save time and make the transition easier since most counties are already familiar with Word and have existing templates in that format.

While creating forms in AEM will still be an option, using Microsoft Word may be a more efficient way for counties and organizations to prepare their priority forms for CARES V1.

Important Forms Updates and Resources

  • All counties have been given an inventory of their county‑specific forms which are available in CWS/CMS. ​
  • The ‘CARES Forms Tracker’ is available in the CARES Forms Workgroup Microsoft Teams channel. The tracker contains all state forms for CARES V1 development. ​If you do not already have access, please contact the CARES Forms Workgroup at otsicwdscaresforms@otsi.ca.gov.
  • A new environment, CARES102 (County Development), is available to specifically support county forms development activities. User onboarding is underway and will continue as additional users are trained and provisioned.
  • Do you need help with forms management? The CARES Forms Workgroup can assist. Contact them at otsicwdscaresforms@otsi.ca.gov if you have any questions.

CDT Service Desk Bulletin – Standard Monthly OS Security Patches to SBCS Infrastructure Servers - Sept 27, 2025 | 6 AM - 10 AM

All SPOCs, Technical Contacts, and SBC Administrators:

The California Department of Technology (CDT) has scheduled maintenance on Saturday, September 27, 2025, beginning at 6:00 AM and concluding at 10:00 AM. During the maintenance window, CDT will apply Standard Monthly OS Security Patches to SBCS Infrastructure Servers. There is no anticipated outage for this maintenance; however, CDT is asking that everyone log off from the Citrix SBC system, if not actively using it during the maintenance window.

Welcome to our first issue of the CWS-CARES Weekly Digest – your updates in a single, easy-to-read email, distributed every Monday.

The second annual CWS-CARES Communications Effectiveness Survey showed that while project emails are your main source of information, the sheer volume makes it hard to prioritize. In response, we are streamlining our informational content into a single weekly email. You will still get individual emails for items that require action, but this update will summarize key information to save you time and keep you up to date.

CWS-CARES Data Dictionary v0.05 Announcement & Office Hours
We are excited to announce that v0.05 of the CWS-CARES Data Dictionary (DD) was made available on the Microsoft Teams Channel: CARES Data Dictionary under Files on September 2, 2025. The Intro tab of the CWS-CARES Data Dictionary highlights all updates in the new version, making it easy to see what is new or changed.

We also held a CWS-CARES Office Hours (Data Dictionary and SQLDBM) Discussion on September 2, 2025, from 9:00 AM to 11:00 AM. This was a drop-in session designed to provide hands-on training, live demonstrations, and answers to your questions about the Data Dictionary and SQLDBM. The meeting recording, demo, and key takeaways are available on the CWS-CARES Data Dictionary Teams Channel here: CWS-CARES Data Dictionary and SqlDBM Office Hours.

CWS-CARES Sandbox Environment Launch
The CWS-CARES Team is providing a Sandbox Environment for Organizations to support CWS-CARES V1 end-user readiness and offer early, hands-on experience with the system. Access will be granted in cohorts. The first cohort, which included 559 users from 28 counties and CDSS, received access on July 23, 2025. Additional cohorts will gain access between September 2025 and April 2026.

CWS/CMS: CDT Service Desk Bulletin – Citrix NetScaler Firmware Update - Sept 10, 2025 | 6 PM - 11:59 PM

All SPOCs, Technical Contacts, and SBC Administrators:

The Server Based Computing Services (SBCS) team of the California Department of Technology (CDT) has scheduled an upgrade to the Citrix NetScaler firmware. This upgrade will occur on Wednesday, September 10, 2025, beginning at 6:00 PM and concluding at 11:59 PM. During the upgrade window, users may be kicked out of, or unable to log in to, Citrix SBC.

This activity will not impact those connecting to the CWS/CMS application via direct access or through other remote access, such as Virtual Privat Network (VPN).

CWS/CMS: Data Quality Virtual Workshop – 2025 - FINAL UPDATE

August 26, 2025 UPDATE: The CWDS Office is aware of an issue with County users not being able to access the Data Quality Workshop registration link. We are trying to resolve this issue as quickly as possible. We will send out a new communication with a corrected registration link as soon as it has been developed. We apologize for the confusion and delay in being able to register in the workshop.

CWDS is inviting county staff to the 2025 Data Quality Virtual (DQ) Workshop. This workshop will be held remotely only, using the MS Teams online meeting portal. The workshop will be held on two dates:
  • Wednesday, September 10, 2025
  • Thursday, September 11, 2025
This workshop will focus on reviewing new cleansing processes introduced in CWS/CMS R9.6 (SCR8982, SCR8983, SCR8989, SCR8843) covering what these processes are meant to do, what type of reports you will be receiving and the tasks needed for you to complete them in preparation for the first run in October. In addition, we shall be reviewing existing cleansing processes, especially helpful if you are new to the CWS/CMS data quality cleansing process. You will also have full access to the CTW environment to practice merges (e.g. client) or other data cleansing improvement activities during the workshops. Because the CWDS Office needs to technically validate each user's configuration, all registrations must be submitted by Friday, August 29, 2025.

SBC Soft Token Use

Once registration has closed on Friday, August 29, 2025, Customer Relations will schedule a MS Teams meeting with the tester and their County IT Contact. The purpose of this meeting will be to make sure that your County IT can configure your workstation with the needed software and any other required configurations.  If this cannot be accomplished, your registration in this DQ workshop cannot be accommodated.

CWDS ServiceNow Customer Service Management (CSM) Portal Showing Sandbox V1 Tickets to County Admins - UPDATE

All CWDS ServiceNow CSM Portal County Admins and SPOCs:

August 26, 2025 UPDATE: Please disregard the information conveyed in the communication below. The communication was sent out prematurely. At this time the CWDS project is not taking steps to make Sandbox ServiceNow tickets available to County Admins in the CWDS ServiceNow CSM Portal. In the future, should this change be implemented, the project will send a communication to all impacted parties.

Starting on Tuesday, September 2, 2025, the CWDS Sandbox Support Team that supports the CWS-CARES Sandbox environment will begin using the “Organization” Field in ServiceNow tickets. This additional field will link the ticket to one of the Organizations (Counties, Tribes, and CDSS) in California.

As a result, these tickets will become visible to County Admins according to their respective Organization’s view in the CWDS ServiceNow CSM Portal. The County Admin will not be able to view the CWS-CARES Sandbox environment tickets from other Organizations.

The CWDS Sandbox Support Team is working directly with Sandbox Super Users in the Organizations, so the County Admins should not interact or make changes to the tickets with the Application field category ‘CARES V1’ and Environment field selection ‘Sandbox’.

CARES-Live Scheduled Maintenance, August 28, 2025 | 6 PM - 8 PM

All SPOCs and Technical Contacts:
The CARES-Live team has scheduled maintenance for the CARES-Live application. The maintenance is scheduled for Thursday, August 28, 2025, from 6:00 PM to 8:00 PM. During this scheduled maintenance the CARES-Live team will focus on application maintenance changes that are not visible to CARES-Live users.

NOTE: Users will not be able to access the CARES-Live application during the scheduled outage.

If users experience any issues with CARES-Live, please follow your county process for reporting issues. CARES-Live County Administrators may contact the CARES Service Desk through the CWDS ServiceNow Customer Support Management (CSM) Portal. Alternate methods are phoning 1-855-292-3444 or via email at Servicedesk@cwds.ca.gov during normal business hours. You may also email after hours and a Service Desk representative will contact you the next business day.
